What Is a Utah Concealed Firearm Permit?
The Utah Concealed Firearm Permit is administered by the Utah Bureau of Criminal Identification. Utah allows qualifying non-Utah residents to apply as well as Utah residents.

Utah Does Not Require Live Fire for Permit Certification
Unlike Delaware CCDW and Maryland Wear & Carry training, Utah’s current concealed-firearm permit certification does not require students to complete a live-fire qualification.
Firearm Familiarity
Students receive instruction on safe firearm handling, loading, unloading, storage, and carry.
Legal Education
Utah-specific instruction addresses concealed carry, use of force, transportation, concealment, and related laws.
No Shooting Qualification
Utah BCI currently does not require live-fire shooting or a shooting qualification to complete permit certification.
How the Utah Permit Process Works
Successful completion of the course is the training step. Applicants must then complete the Utah BCI permit application process separately.
Complete Utah Training
Complete the required Utah firearms familiarity course with a Utah BCI-certified concealed firearm instructor.
Instructor Certification
Your certified instructor completes the applicable training certification section of the Utah permit application.
Complete Fingerprints
The initial Utah application requires a completed fingerprint card using legible prints taken by an appropriate technician.
Prepare Application Materials
Gather the completed application and the identification, photograph, fingerprint, and other materials currently required by BCI.
Provide Home-State Permit if Required
Certain nonresident applicants must submit a copy of their current home-state concealed-carry permit with the Utah application.
Submit to Utah BCI
Submit the completed application package to the Utah Bureau of Criminal Identification for processing and review.
Utah Permit Training for Delaware Students
Utah’s nonresident permit is an additional permit option for Delaware students interested in expanding their concealed-carry credentials.
Because Utah recognizes Delaware’s permit, a Delaware resident applying for a Utah nonresident permit should expect to provide proof of a current qualifying Delaware concealed-carry permit with the Utah application under the current BCI rules.

Do I have to live in Utah to apply?
No. Utah permits are available to qualifying nonresidents as well as Utah residents, subject to the current BCI eligibility and application requirements.
Is live fire required for the Utah permit class?
No. Utah BCI currently does not require live-fire shooting as part of the concealed firearm permit certification course.
Can I take the Utah permit class online?
No. Utah’s current minimum training curriculum requires concealed firearm permit instruction to be provided in person, not electronically.
Do I need a Delaware CCDW before applying from Delaware?
Under current Utah rules, a nonresident who lives in a state that recognizes the Utah permit or has reciprocity with Utah must hold and provide proof of a current concealed-carry permit from the applicant’s state of residence. Delaware currently falls within that category.
Does completing this course give me a Utah permit?
No. The course completes the firearms familiarity training requirement. The permit itself is issued by the Utah Bureau of Criminal Identification after review of the application.
How long is a Utah permit valid?
Utah BCI’s current curriculum states that the concealed firearm permit is valid for five years from the date of issue.
Do I need this permit to carry in Utah?
Utah’s firearm laws include permitless-carry provisions for qualifying individuals, but a Utah Concealed Firearm Permit can still have legal and practical significance. Students should review current Utah law rather than assuming the permit is either required or unnecessary for every situation.
Does a Utah permit let me carry in every state that recognizes it?
